From the first day, Italy's war in Libya refused to behave like the easy conquest Rome had promised.
Tripoli fell quickly—too quickly. The fleet appeared off the coast like a verdict, and a few days of naval pressure and landing parties were enough to take the city. Flags rose. Reports were wired home. Ministers in Rome spoke as if the matter was already concluded.
But the interior did not surrender.
